Election of the Chief Secretary

  • 68. Those Additional Secretaries as directed in Article 67 are subjected to Direct Elections by the Delegates all across the 11 Clubsand the one who secure the maximum votes shall be appointed as the Chief Secretary for a period of one full year term.
  • 69. When one iselected as the Chief Secretary once,he/she shall not contest again for the position of Chief Secretary unlesshis/her candidacy is directed as in Articles 70,71 and/or 72.
  • 70. Nevertheless, one who had served a full year term as a Chief Secretary shall again be elected as a Chief Secretary only if he secures a simple majority in the Secretary Elections and should have secured at least2 Collective Votes in the Senate Elections.
  • 71. One who had already served for two (years) terms as a Chief Secretary shall again be elected as a Chief Secretary only if he secures a two-third majority in the Secretary Elections and should have secured at least 3 Collective Votes in the Senate Elections.
  • 72. Also, one who had already served for three (years) terms as a Chief Secretary shall again be elected as a Chief Secretary only if he secures a three-fourth majority in the Secretary Elections and should have secured at least 3 Collective Votes in the Senate Elections.
  • 73. In case in Secretary Elections, the one who secures the maximum votes comes under any of the categories as directed in articles 70, 71 & 72 but failed to secure the requirements in the respective articles, then any other contestant other than those mentioned above (in articles 70, 71 & 72) who secures the maximum votes shall be declared victorious unconditionally.
  • 74. Separate Polling stations& polling periods shall be arranged for all the 11 Clubs
  • 75. The polling process of a club shall be headed by the HOC of any club other than the same Club for the Polling & counting period and he/she shall be called the Electoral HOCs.
  • 76. The polling process of a club shall be monitored by the 7 Deputies of any club other than the same Club for the Polling& counting period and they shall be called the Electoral Deputies.
  • 77. The Election Officers shall assume and hold the positions as directed in Article 75 from the first day of polling until the moment the final results announced by the Chief of HOCs, the chief Electoral officer.(The authority extends for the whole polling/counting period which may extent up to 5 working days.)
  • 78. The Election Officers shall assume and hold the positions as directed in Article 76 from the first day of polling until the moment the Ballot boxes handled over to the Chief of HOCsand there after they shall be withdrawn immediately by the DOC.
  • 79. Unlike the Senate Elections the Chief Secretary Elections is conducted through secret ballot and all votes by the delegates shall be kept confidential.
  • 80. Polling for the Election of the Chief Secretary shall be conducted within 3 days' time.
  • 81. Polling shall be conducted between 10.00 A.M and 3.00 P.M on any given working days.
  • 82. Polling for a single Club shall not extend for more than one working day.
  • 83. Ballot box should be sealed immediately once the polls for a particular Club is closed/ sharply at 3.00 P.M. whichever be the first, in the presence of the concerned Electoral HOC & Electoral Deputies and be handled over to the control of the Chief Electoral Officer immediately.
  • 84. The Ballot boxes of all the 11 Clubs shall be maintained inside the Senate hall and the hall be sealed by the Chief Electoral Officer (Chief of HOC).
  • 85. The Counting process shall be started on the following working day and the counting shall be started in the presence of the Chief of HOCs and the Electoral HOCs.
  • 86. Each and every Ballot (of every Club) shall be counted in the presence of all the 11 Electoral HOCsand Chief of HOCsone after the other.
  • 87. The status shall be announced every now and then the votes of every single Clubwill be counted.
  • 88. The final results, consolidating all the 11 Clubs shall be authoritatively announced by the Chief of HOCs, the Chief Electoral Officer.
  • 89. The Moment the formalities stated in Article 88are materialized, the positions assigned under Article 75 shall be immediately withdrawn from the individual Clubs by the DOC and the responsibilities be handedover to the HOCs of the respective Clubs.
  • 90. The Right to Entry for every Delegates & Volunteers shallbe reserved by the Chief of HOCs for the entire Election period.
